Reverse Engineering: Convert 3D-scanned mechanical part (STL mesh → parametric STEP)

I need an experienced reverse-engineering specialist to reconstruct a 3D-scanned mechanical part (STL mesh) into a clean, feature-based, editable CAD model delivered as STEP. This is not a mesh-to-solid auto-conversion — I need true engineering-intent reconstruction (planes, cylinders, fillets, symmetry), suitable for later modification and aluminium manufacturing. Part: ~75 × 20 × 15 mm lever. STL: ~1.9 M triangles / 5.7 M vertices, 93 MB. Screenshots attached; STL provided on request. Geometry complexity is visible in the images. Scope: clean/repair scan → reconstruct features (planar, cylindrical, holes, fillets, symmetry) → fully editable solid → verify against mesh. Deliverables (required): STEP (.stp/.step), watertight solid Native CAD source (Geomagic .prj / SolidWorks / Fusion) PDF report: process summary, software used, mesh cleanup, reconstructed features, color deviation analysis (min/max/avg), interpreted/manually reconstructed areas, tolerance confirmation Quality: max deviation ≤ 0.10 mm (state your achievable tolerance), watertight, manufacturable, no excessive patch surfaces, reconstructed engineering intent.
