SEO expert to monitor current SEO progress, not do it yourself.

I am looking for someone with experience doing SEO as well as doing audits to monitor my SEO person by doing an audit before he starts work again and then doing another audit in three months time. Depending on the quality of your work, it's likely that you'll do the same assessment again at the six month mark and possibly ongoing. I will not be hiring you at this point or any point in the future to do the actual SEO work so that I can count on independent objective assessment about how my current SEO person is progressing. He has made a difference in the past and I enjoy interacting with him. He does give me detail but I want to make sure that I have an independent assessment that I'm getting reasonable results rather than just continue to pour money into this. The first part of your task will be too assess the audit that he has done, most of which you can skim through and some of which needs looking at a detail and some of it you may skip through but I want a summary of what you think of his report which is over 20 pages.
