Senior Telecommunications Strategy Consultant – Iraq

Job Description We are seeking an experienced Telecommunications Consultant to support the development and modernization of a large-scale telecommunications infrastructure program in Iraq. The consultant will work closely with senior stakeholders to assess current telecommunications infrastructure, develop strategic initiatives, identify opportunities for modernization, and prepare technical and commercial recommendations aligned with international best practices. The assignment will involve evaluating fixed and mobile telecommunications infrastructure, fiber optic networks, internet exchange ecosystems, international connectivity, regulatory frameworks, and digital transformation initiatives. Key Responsibilities Assess existing telecommunications infrastructure and network capabilities. Develop strategic recommendations for national telecom infrastructure enhancement. Review fiber optic network deployment models and international transit opportunities. Evaluate Internet Exchange Point (IXP) and carrier-neutral ecosystem development. Analyze international connectivity, submarine cable integration, and regional interconnection opportunities. Prepare feasibility studies, business cases, and strategic roadmaps. Benchmark telecom infrastructure against international best practices. Support the development of telecom investment and public-private partnership models. Prepare executive-level reports, presentations, and recommendations. Participate in stakeholder meetings and workshops as required. Required Qualifications Minimum 10 years of experience in the telecommunications industry. Experience with telecom operators, infrastructure providers, regulators, ministries, or international telecom organizations. Strong understanding of: Fiber optic infrastructure DWDM networks International connectivity Internet Exchanges (IXPs) Carrier and wholesale telecommunications Telecommunications regulation and policy Experience in emerging markets is highly desirable. Previous work in the Middle East is an advantage. Excellent English communication and report-writing skills. Preferred Experience National broadband projects. Telecom infrastructure investment projects. Digital transformation programs. International carrier and transit networks. Regulatory and licensing frameworks. Telecom strategy consulting. Engagement Remote with occasional online meetings. Initial engagement: 3–6 months. Potential extension based on project requirements.
