Stakeholder Engagement, Enhancement & Finalization of the draft Regulations for Oman

The Authority for Public Services Regulation (APSR) of Oman is seeking highly qualified independent consultants or boutique consulting agencies to support the finalization of its District Cooling Regulatory Framework. The Title for this scope is: Stakeholder Engagement, Enhancement & Finalization of Draft Regulations of District Cooling for Oman (Max 160 Hours). The Consultant shall validate the draft Framework with market players, facilitate a public consultation workshop, integrate feedback, and deliver the final gazette-ready regulatory package. Milestones & Deliverables (Scope 2) All deliverables must meet the acceptance criteria to trigger escrow release: Milestone Phase & Deliverables Target Timeline Escrow Release % Milestone 1 Phase 4: Stakeholder Engagement • Deliverable: Stakeholder Register, Interview Protocols, and Stakeholder Engagement Synthesis Report. End of Week 4 30% Milestone 2 Phase 5: Public Consultation Workshop • Deliverable: Workshop Plan, Presentation Materials (Slides), and Workshop Outcome Report. End of Week 5 20% Milestone 3 Phase 6: Document Enhancement & Roadmap • Deliverable: Refined Regulatory Documents (v3.0) and a 3-Year Implementation Roadmap with Gantt charts. End of Week 8 35% Milestone 4 Phase 7: Finalization & Submission • Deliverable: Gazette-ready Final Regulatory Framework and Project Closure Pack. End of Week 10 15%
