Start New Ad Account for Instagram/Facebook

Summary

My Facebook and Instagram ad account was disabled or restricted, and I don't know why. Just the ad account was disabled, nothing else. I never ran ads, but boosted some posts on my Instagram account which were all approved by Instagram before boosting. Apparently, this restriction happened 3years ago. I want to hire someone to create a new ad account, I am not good with understanding how that works, but I'm told this is the only solution or I have to hire an agency to run ads. I would be interested in working with you in the future.
