Structrual engineer for retaining wall advice and drawing

Hi I need enginer for retaining wall advice here in Australia. Retaining wall built 18 months ago and my client believes there is movement. Top of retaining column you can see gap. Maybe 20mm movement in 1 year. Ideas/suggestions I came up with but I need verified and a drawing Idea 1: Weld another flat bar so sleeper will not slip Idea 2: install flat bar across top bracing columns together. This maybe stop future movement? But I need this to look nicer Idea 3: install L Shape bar on top and coming down the face 100mm
