Team Lead role Evaluation of a high profile refugee support programme (proposed).

We are a European social-research institute preparing a bid (a mini competition) for an independent evaluation, commissioned by a major intergovernmental organisation, of a refugee protection programme in North/Northwest Africa. We seek a senior evaluator as a Team Leader option. Proposal-stage engagement. Paid work contingent on award and subcontracted under our framework agreement. Your role Lead the overall conduct of the evaluation — methodology, team coordination, deliverable quality, and representation to the commissioner and an evaluation reference group — against OECD-DAC / UNEG / EU evaluation standards. Essential No less than 15 years evaluating humanitarian action, in leading / Team Leader positions Track record leading multi-country evaluations to OECD-DAC / UNEG standards Strong command of quantitative and qualitative methods; clear analytical/visual communication Proven UN / intergovernmental institutional knowledge; understanding of refugee protection Experience influencing institutional change / management-consulting sensibility Excellent multi-stakeholder and remote facilitation skills English to publication standard; French and/or Arabic an asset Assets: protection / asylum / mixed-movements familiarity; North Africa or Sahel experience; EU funding-framework context.
