Traffic Control Plan for access to nature strip

Summary

I am building a granny flat in Wollongong, NSW. The existing house has no storm water connection to the curb, so I am required to install one. So I can gain permission to dig up the nature strip between my property and the curb, Wollongong City Council requires me to provide a "Traffic Control Plan". I would like a freelancer is who is certified to issue such a document, so please mention your relevant certifications when applying. I have attached a copy of the site survey. I intend on running the stormwater pipe to Cowper Street.
