Twitter API data scraping

I want a bot/tool that pulls historical & live data from the Twitter API. The tool needs to: 1. Count number of historical tweets of ElonMusk (2025) and range the numbers by day, week, month for variable ranges (for example week of 18 - 25 september) in a live spreadsheet/tool. 2. The tool needs to send a push notification through Discord/Telegram everytime ElonMusk tweets and update the spreadsheet automatically. 3. Based on historical data + live data the tool needs to calculate the probability of the range the number of tweets ElonMusk will land in. For example: if Elon sends out a large number of tweets, the probability he ends in the higher ranges (for example 160 - 190 tweets per week) will increase and for the other ranges it will decrease). I don't have Twitter API acces.
