UAE Ad Expert for E-commerce

I'm looking for an experienced ads specialist who understands the UAE market and can help grow my startup. I'm a girl and I run a hookah accessories business, selling both directly to customers (B2C) and to businesses such as lounges, cafes, distributors, and retailers (B2B). At the moment, I'm open to taking orders through Facebook and Instagram while our website is being built, so you'll be working closely with me as we grow the brand from the ground up. I've previously run Meta ads and also worked with someone to manage campaigns for me, but unfortunately the results weren't where they needed to be. A significant amount of money was spent on ads without generating enough quality leads or sales, so I'm now looking for someone who truly understands how to target the right audience and bring in people who are actually interested in buying the product. What I need is not just someone who can launch ads, but someone who can help scale the business. I want a person who can analyze data, improve performance over time, provide clear reports, and explain what's working and what isn't. This is my first month of actively growing the business, and my goal is to start by expanding across Dubai and Abu Dhabi before eventually scaling throughout the GCC region.
