Video Editing - 13 minute string-out - need AI reconstruction on corrupt scenes and graphics

Overview I'm looking for an editor to take a locked stringout video (13 minutes) through to final master. The structure is already built. You'll be working from a detailed director's notes document where every fix, title card, graphic, and B-roll insert is mapped to timecode, plus the raw marker export from the sequence. What the work involves AI footage restoration (majority of hours). Camera pulsing removal at ~35 marked points, stabilization, frame reconstruction, one frame leap / lens shift correction, removing people from frame with clean background rebuild, one brightening and color correction pass. Motion graphics: Adding in Title cards (I will provide). Roughly eight cards. Seamless Transitions. Kinetic typography (letters dropping into place, letters spelling out key phrases over B Roll - busy 5th Ave, Manhattan), a spherical cow rolling across frame, an ai generated mirror/smile visualization, a full-screen transition card, and a recurring four-part framework graphic that resolves into a turning wheel. B-roll and audio. NYC street footage cut under voiceover, typography overlays, one echo/reverb emphasis moment, plus a short trailer built from a patchwork of clips. Seamless transitions between different frames and between (phase in - phase out) a sponsor clip (i will provide). Must have Strong AI-assisted restoration skills [ specifics below in "How to Apply" section ]. This is the main experience requirement for this project. Motion graphics and kinetic typography you can show me. Premiere, Resolve, or Final Cut, working from an EDL/XML handoff. Responsive communication and honest hour estimates. Once product is finished I would like 10 shorts - high impact clips for socials. How to apply: I would like to see before-and-after examples of corrupted, distorted, or otherwise damaged footage that you restored using AI. Give me / show me / link to examples specifically showing AI film restoration and camera stabilization. Camera Pulsing and Flickering and Unintended Panning and Removing People from Background are a large part of the corrupt footage. This type of restoration and stabilization work will make up the majority of the project, so I want to make sure that aspect of the scope is clear and that you have experience handling it. What software and AI tools are you working in? Roughly how many hours would you estimate for a 13-minute episode with the scope above? A range is fine — I'd rather have a real number than a low one.
