iOS Developer, Swift app with on-device Whisper (functional demo)

I need a functional iPad demo app built for Project Atlas™, a voice-based assessment tool. This is a working end-to-end app, not a clickable mockup. What it does: records 60 seconds of speech, transcribes it on-device, runs it through an analysis engine I provide, and displays the results. Six screens, full UI reference provided. Scope: - Native iPadOS app (Swift / SwiftUI) - On-device transcription using Whisper (whisper.cpp), NOT Apple SFSpeechRecognizer. Must run fully on-device, no data leaves the iPad. - Port my Python analysis engine to Swift (self-contained logic: dictionary lookups, list ops, simple math). - Must reproduce my engine's output on test cases I provide. Deliver a working build to my Apple Developer account, live on internal TestFlight. I provide: the analysis engine + documentation, the full UI design (all six screens), the standardized prompt text, test cases with expected outputs, and Apple Developer account access. Out of scope: no backend, no login, no App Store release, no cloud. Please include in your proposal: (1) Your experience with whisper.cpp or on-device ML on iOS (2) Which whisper.cpp Swift binding you'd use, and whether it gives word-level timestamps (3) Your approach to porting the engine, and your timeline (1.5 to 2 weeks) Detailed spec provided to shortlisted candidates.
