iOS Meta Ads attribution expert. Fix broken AEM after AppsFlyer → Facebook SDK migration

We migrated our iOS app's Meta attribution from AppsFlyer to the Facebook SDK directly. App events are now flowing to Meta, but our App Promotion campaigns won't qualify for Aggregated Event Measurement. We need someone who genuinely knows Meta app-event attribution to diagnose and fix it. The error in Events Manager: "No Opt Out Data: [Meta App Name] can't use Aggregated Event Measurement because conversion data is missing or partial. Usually, the easiest solution is to set up the Facebook SDK for iOS. (#3955014)" The eligibility panel shows App installs as Ineligible: "Not enough signals from last 30 days | Integration: AppsFlyer" What we've already done (so please don't suggest these): - Facebook SDK is integrated and sending events (purchase, app activate visible in the dataset) - AEM / mobile measurement privacy terms accepted - AppsFlyer business integrations removed from Meta (Ad Login + SKAdNetwork Login) - Confirmed with Meta support it's not an SDK-version issue To apply, write in one or two sentences, what "No Opt Out Data" specifically means and the first two things you'd check.
