I need to build a website to log tracking numbers in and out

I want to development of a web application called Quest designed to track packages as they are received and shipped. To ensure full oversight, the application must include an administrative tracking feature that logs which user account scanned or deleted a package, along with a precise timestamp for each of these actions. Incoming packages and tracking numbers must be organized/sorted in the order received. The user should be able to and categorized by type, specifically whether the item is a box or a bag. For outgoing packages, the users must be able to create a manifest, label it for a specific shipment date, and add packages or tracking numbers to that manifest. Additionally, there should be fields where the logged in user can state Yes or No to whether a particular carrier had arrived for the day.
