EA/CPA Needed: Resolve CA EDD Payroll Tax Notice (Assessment, Filing, Closure)

I received a CA EDD Notice of Intent to Offset a specific amount on my business's payroll tax account (Betches Walking Betches, LLC). I need full representation and resolution A to Z. Background: My business had employees only through late 2023/early 2024, fully paid and filed via QuickBooks Payroll during that period. After we stopped having employees, the EDD account was never formally closed. I believe EDD generated an estimated assessment for later quarters because no "no-payroll" returns were filed, producing this balance. Scope of work: 1. Review my QuickBooks payroll records to confirm the last quarter with actual payroll 2. Act as my authorized representative before EDD via Power of Attorney 3. File zero-wage DE 9/DE 9C returns for the applicable quarters Submit a formal written dispute of the assessment before the ~August 14, 2026 deadline 4. File Form DE 24 to close the EDD employer account 5. Handle all direct communication with EDD until resolved Requirements: Must be a licensed Enrolled Agent, CPA, or tax attorney authorized to represent taxpayers before CA EDD. Please confirm licensure and prior experience resolving EDD estimated assessments in your proposal. I'm based overseas (Bali), all work must be doable remotely via email/portal, no in-person requirement. Timeline: Must begin this week. Budget: $300 flat fee (open to discussing scope/budget with qualified applicants). 50% down at the start of the project and the other 50% released when project is finished and I receive confirmation this has been resolved.
