Help me fix my Facebook business portfolio (it's restricted)

Summary

When I go to business.facebook.com and want to create a new business portfolio it says: "Your advertising access is restricted. You’re no longer allowed to advertise across Facebook’s apps and services. You can’t run ads, manage advertising assets, create ad accounts or create business portfolios." What I want to achieve is set up a WhatsApp business account, but in order to get there, I need to get past this first. I also wanna make sure that we can advertise our business through paid ads. I'm open-minded for multiple solutions (be it starting a new account altogether or fixing the existing option). Who can help me with this?
