Need someone that's an expert at story blocks video editing

Summary

I have a 25-minute video created in StoryBlocks that has never been used . it now needs to be 40 minutes but all of the 25 minutes are usable. there will be a new audio added that I have already prepared, and you will work around this. it will probably need to be done in three or four segments since story blocks does not support a video this long, then it will need to be exported and put together into one video in another program. I will need this completed within the next 30 days. I did not include a budget because I have no idea . I would prefer to do this as a flat rate not an hourly fee. thanks in advance,
