E-commerce Site with Custom Inventory

I am looking to build a single-store e-commerce site with the layout and functionality of TotalWine.com, but with improved "matrix inventory." Instead of listing every bottle size separately, a search for "Crown Royal" should yield one parent product with a size-selection menu. The site must sync with a web-based inventory every 30 minutes and allow me to highlight, hide, or restrict specific items. For fulfillment, customers need a seamless checkout to select in-store pickup or local delivery within a geo-fenced area. The system must support delivery tracking, distance-based delivery fees, and automated fee waivers for minimum purchase amounts. Finally, the platform must have zero or minimal monthly fees and integrate with a payment processor charging no more than 3% per sale. If we build a successful model, I plan to market it to my current POS provider to structure a residual income deal for both of us.
