Paint Formulation for Plastics

I need someone to help me produce a particular paint formulation that will adhere to specific plastics and have a life span of 2+ years when exposed to the elements. The "recipe" for what I'm hoping to create is pretty much out in the public domain, but the formula will likely have to be "tweaked" to adhere to the various surfaces I wish to coat, and testing protocols will need to be created . The ideal candidate will have experience in materials science and be able to develop a formulation that meets these requirements. I work in the PPE industry. We're kind of a "Thinktank" for PPE. We help manufacturers of PPE make their products better, or help them tailor products to fit a certain market. A person working in a paper mill has different wants or needs than does an Arborist.
