Build Automated Lead Discovery, AI Qualification & CRM System

I'm looking for an experienced developer to build an automated system that can find, qualify, and organize potential business leads with very little manual work. The system should search publicly available online sources in different countries using keywords related to cosmetic procedures, such as "veneers all inclusive". It should collect matching results and use AI to decide whether each result is actually relevant. For example, if a page contains the words "veneers all inclusive" but is really selling toothpaste (eg You don't need veneers deals, buy this toothpaste instead!"), the AI should recognize that it is not a good lead and ignore it. For every good lead, I want to collect as much information as possible, including the business name, website, page URL, contact details, email address, WhatsApp number (if available), social media profiles, and any other useful information that can be found. The system should include a simple "CRM" where I can view all leads, search and filter them, add notes and tags, change their status, and see an AI relevance score from 0 to 100. Could be excel file, I really don't care as long as it works. I would also like the system to check from time to time whether a lead is still active and update its status automatically. The system should be built so it can easily expand to more countries and additional public data sources in the future. One important part of this project is reliability. Since the system will run continuously and collect data from many countries, I would like you to explain how you would deal with rate limits, IP blocking, and other common challenges.
