Audio Restoration Specialist Needed — Cathedral Funeral Video, Dialogue Cleanup & De-Reverb

I have a 1 hour 35 minute funeral video recorded in a cathedral/church. The video is very important to my family, but the audio is difficult to understand because of cathedral echo/reverb, room noise, and uneven speech levels. Experience with iZotope RX, Adobe Audition, Acon Digital, Cedar, Waves Clarity, Pro Tools, DaVinci Fairlight, or similar tools would be helpful. I'm assuming a phased approach is best for this project. I was thinking of asking for 4 ~1 minutes clips - fully restored - from different parts of the funeral. When I say "different parts", I'm referring to the eulogy (very important!), which starts at 07:30, when some piano music is being played, and/or different times when the priest if speaking. But, I'm open to suggestions for phase I. To start, if you could suggest a phase 1 of the project, along with a proposed fixed rate, I would appreciate it. Phase II would be the entire service, plus ideally some cleanup as well (removing a crying baby during the eulogy, dubbing in the opera music being played at the very end since I have that original file, and/or the addition of sub-titles that I would have to provide). The goal is not to make the audio perfect, but to make speech significantly more intelligible while keeping it natural and respectful. I do not want the voice to sound robotic, harsh, over-processed, or distorted.
