Build an Automated Image Generation Tool (Photoshop/Python)

We're looking for an experienced developer to build a simple, automated workflow that generates branded marketing images from a Photoshop template. PLEASE NOTE: I do not know how much this will cost but am happy to discuss budget for the right product. Ignore the average $ paid by myself this is for much different work. We have: A master PSD template A CSV/Excel spreadsheet containing the output filename, two HEX colour values, and the club logo (SVG) Approximately 400 clubs to generate initially, with more added over time. The automation should: Open the master PSD Apply the two supplied HEX colours to the correct areas Import the relevant SVG club logo Convert the logo to white where appropriate Automatically adjust colours if necessary to ensure the white logo has sufficient contrast Export the final image as a PNG (2000 × 1334px) using the filename from the spreadsheet Repeat this process automatically for every row in the CSV Ease of use is essential. I'm not a developer, so the finished solution should be extremely simple to run. Ideally I should be able to: Update the CSV file Add any new SVG logos to a folder Click a single Generate Images button (or run a simple application) Receive all completed PNGs in an Output folder I'm open to the technology used (Photoshop scripting, Python, Adobe APIs, or another suitable solution), but I'm looking for the most reliable and maintainable approach.
