Build a Mobile-Friendly Employee Onboarding Workflow (Gusto-Style, No Payroll)

I own a small business with fewer than 10 employees and am looking for a freelancer to help me create a simple, highly user-friendly digital onboarding system for new hires. I am not looking for payroll services or a full HR platform. I already use a separate payroll/accounting company. My goal is to create an onboarding workflow that allows me to send a new employee one link by text or email, and they can complete all required onboarding paperwork directly from their phone or computer. User Experience Goal My ideal onboarding experience would feel similar to Gusto’s employee onboarding flow, but without payroll. I want the new hire experience to be extremely simple and intuitive, especially for employees who are not tech-savvy. Preferred experience: Employee receives one link Opens on phone or computer Sees a clean step-by-step onboarding process Enters personal information once, and it auto-populates wherever needed Completes forms one section at a time with clear “Next” buttons Progress is saved if they stop midway Final submission sends all completed documents to me securely I want the employee to feel like they are using a modern onboarding app, not filling out confusing paperwork. My preference is: One-time setup/build cost Something I can reuse indefinitely Minimal ongoing subscription costs No ongoing developer maintenance after setup I strongly prefer a no-code or low-code solution over a fully custom app unless there is a clear advantage.
