This is the story you’ll tell clients: • Accessibility by default — we build to WCAG, the international framework that underpins Brazil’s eMAG and accessibility standards across the region. Compliance is built in, not bolted on. • Data-protection discipline — we’ve operated for years under Europe’s strict privacy regime, the model that inspired Brazil’s LGPD and similar laws now spreading across South America. • A proven public sector track record — hundreds of European institutions delivered, on schedule and within procurement rules. That credibility travels. • No vendor lock-in — open-source with full ownership, so public bodies stay independent and in control of their own systems. In short: world-class European standards, delivered locally, at a price and pace that fits small-value direct contracting. The Role We’re looking for an independent contractor to help us grow our public sector client base across Brazil and neighbouring South American markets. Our focus is direct contracting — engagements small enough that public bodies can commission them without a full competitive tender — so this is a relationship-first role. It is not grant writing, tender preparation, or cold-calling. You’ll identify the right people inside institutions, build genuine trust, and position Tobalt’s European pedigree as the obvious reason to choose us before a need ever reaches a formal bidding process. What You’ll Do • Identify and pursue new business with public sector and publicly-funded organisations — municipalities, state and municipal agencies, schools, museums, libraries, and cultural and social institutions • Lead with our EU credentials — accessibility, data protection, and a European delivery record — as the differentiator against local competitors • Focus on direct-contracting work (contratação direta / contratación directa): small-value projects that public bodies can award without a full tender • Build and nurture relationships with mayors, municipal secretaries, public managers, IT and digital-transformation officers, communications heads, and directors of public organisations • Represent Tobalt in introductory conversations and pitch settings • Work with our team to craft tailored proposals and scope outlines that fit within direct-contracting limits • Track pipeline and report on outreach activity and conversion weekly • Attend relevant sector events (local government, digital governance, culture) and leverage your existing network to generate warm intros What We’re Looking For • Proven BD or partnerships experience, ideally with the public sector or an agency serving it • An existing network within local government, public administration, or publicly-funded institutions in Brazil or South America is a strong advantage • Familiarity with how public bodies commission digital services through direct contracting — and how to keep engagements within those limits • Comfortable using international credentials (EU standards, accessibility, data protection) as a selling point at senior level • Confident communicator who can hold a conversation at director and elected-official level • Self-directed, organised, and comfortable working as an independent contractor within a small boutique setup • Based in Brazil or another South American country; native Portuguese or Spanish essential
