# Children & Youth Ministry Policy & Procedures Consultant ### Church Children's Ministry, Youth Ministry & Safe Sanctuary Protocol Development **Project Type:** Contract / Project-Based **Work Arrangement:** Remote with virtual consultation **Organization:** Church / Faith-Based Organization ## Project Overview We are seeking an experienced **Children's and Youth Ministry Policy & Procedures Consultant** to develop a comprehensive, practical, and easy-to-implement **Children's and Youth Ministry Policies, Procedures, and Protocols Manual** for our church. The manual will govern our children's and youth ministries, including: * Sunday morning children's programming/Sunday School * Nursery and preschool ministry * Children's Church * Youth Sunday School/programming * Wednesday night children's Bible study/programming * Wednesday night youth Bible study/programming * Special children's and youth ministry events * Volunteer and paid-worker expectations * Safe Sanctuary/Safe Sanctuaries child-protection procedures Our goal is to establish a ministry environment that is **safe, welcoming, organized, consistent, and spiritually nurturing** while providing staff and volunteers with clear procedures for both routine ministry activities and unexpected situations. The consultant should be able to take our existing ministry structure and develop policies that are practical enough for volunteers to follow while also establishing strong safeguards for children, youth, families, volunteers, and the church. # Scope of Work The selected consultant will review our current children's and youth ministry structure and develop a customized policy and procedures manual addressing the following areas. ## 1. Ministry Structure & General Operations Develop procedures addressing: * Children's Ministry structure * Youth Ministry structure * Sunday morning programming * Wednesday night programming * Nursery/preschool operations * Children's Church operations * Age/grade groupings * Classroom expectations * Staff and volunteer responsibilities * Ministry leadership responsibilities * Opening and closing procedures * Room preparation and cleanup * Attendance documentation * Parent/guardian communication * Appropriate staff-to-child ratios * Transition and handoff procedures between ministries ## 2. Safe Sanctuary / Child Protection Develop comprehensive child and youth safety procedures, including: * Safe Sanctuary/Safe Sanctuaries standards * Two-adult expectations * Appropriate adult-to-child ratios * Background checks * Volunteer screening * Volunteer applications * Reference checks where appropriate * Minimum volunteer eligibility requirements * Training requirements * Appropriate interactions with minors * Physical contact and boundaries * One-on-one interaction restrictions * Visibility/open-door practices * Restroom procedures * Diapering/toileting procedures * Transportation policies * Off-site activities * Overnight activities * Digital communication with minors * Social media boundaries * Photography/video authorization * Mandated reporting procedures * Suspected abuse/neglect reporting protocols * Documentation of safety concerns * Response to allegations involving volunteers or staff * Confidentiality and information sharing * Procedures for known or alleged offenders * Annual Safe Sanctuary training and policy acknowledgment Policies should be aligned with applicable church requirements and current **Georgia child-safety and mandated-reporting requirements**, with appropriate recommendations for legal/insurance review where necessary. ## 3. Children's Check-In & Check-Out Create procedures covering the entire child handoff process: **Parent/Guardian Arrival → Check-In → Classroom → Worship/Programming → Transition → Authorized Pickup** Include: * First-time family registration * Returning family check-in * Child identification/labels * Parent security tags or matching identification * Authorized pickup procedures * Unauthorized pickup attempts * Custody considerations * Late pickup * Missing child procedures * Children leaving classrooms * Parent notification during service * Allergy/medical alerts * Emergency contact information ## 4. Sunday Morning Procedures Create a clear Sunday ministry workflow, including: **Before Service** * Volunteer arrival * Team huddle * Classroom preparation * Security checks * Check-in station preparation **During Service** * Child supervision * Classroom management * Attendance * Bathroom procedures * Behavioral concerns * Parent notification * Medical concerns **Between Services/Programs** * Child handoffs * Parent pickup expectations * Room transitions * Volunteer transitions * Maintaining appropriate supervision **After Service** * Secure checkout * Classroom sweep * Incident reporting * Cleanup * Closing procedures ## 5. Wednesday Night Procedures Develop a specific operating procedure for Wednesday children's and youth programming, including: * Arrival/check-in * Dinner or snacks, if applicable * Allergy management * Classroom/group assignments * Bible study * Recreation * Transition between activities * Volunteer supervision * Youth movement throughout the facility * Parent pickup * Late parent procedures * Building security * Closing procedures ## 6. Emergency & Incident Response Develop protocols for situations including: * Medical emergency * Serious injury * Minor injury * Allergic reaction * Missing child * Fire * Severe weather * Building evacuation * Shelter-in-place * Active threat/security emergency * Behavioral crisis * Mental health concern * Suspected abuse or neglect * Parent/guardian conflict * Unauthorized adult attempting pickup * Injury involving a volunteer or staff member Procedures should clearly identify: **Who acts → What they do → Who is contacted → What is documented → Who follows up** ## 7. Behavior & Discipline Develop age-appropriate procedures regarding: * Positive behavior expectations * Redirection * De-escalation * Prohibited discipline practices * Persistent behavioral concerns * Parent involvement * Children with developmental or behavioral needs * Youth behavioral concerns * Bullying * Fighting/aggression * Threatening behavior * When removal from programming may be necessary * Documentation and follow-up ## 8. Medical & Health Procedures Include protocols addressing: * Allergies * EpiPens/emergency medication * Medication administration * Illness * Fever/vomiting * Injuries * First aid * Emergency medical services * Parent notification * Medical documentation * Infectious illness considerations * Children requiring additional medical support ## 9. Volunteer & Staff Standards Develop clear expectations regarding: * Recruitment * Screening * Background checks * Orientation * Safe Sanctuary training * Attendance * Dress and professionalism * Confidentiality * Social media * Communication with minors * Communication with parents * Appropriate physical boundaries * Corrective action * Removal from ministry * Annual policy review * Volunteer acknowledgment forms # Required Deliverables The final project should include: 1. **Comprehensive Children's & Youth Ministry Policies and Procedures Manual** 2. **Safe Sanctuary/Safe Sanctuaries Policy** 3. **Sunday Morning Standard Operating Procedure** 4. **Wednesday Night Standard Operating Procedure** 5. **Children's Check-In/Check-Out Procedure** 6. **Emergency Response Procedures** 7. **Incident Report Form** 8. **Volunteer Code of Conduct** 9. **Volunteer/Staff Policy Acknowledgment Form** 10. **Parent/Guardian Policies and Expectations** 11. **Abuse/Neglect Reporting Procedure** 12. **Medical/Allergy Procedure** 13. **Behavior/Discipline Procedure** 14. **Opening and Closing Checklists** 15. **New Volunteer Orientation Checklist** 16. **Annual Safe Sanctuary Training Checklist** We would like the final documents delivered in an **editable format** so policies can be updated as the ministry grows. # Ideal Candidate We are particularly interested in candidates with experience in one or more of the following: * Church Children's Ministry leadership * Youth Ministry leadership * Safe Sanctuary/Safe Sanctuaries policy development * Church risk management * Child protection/safeguarding * Children's ministry consulting * Church administration * Policy and procedure development * Volunteer management * Education or childcare administration * Social work or child welfare * Nonprofit risk management Experience developing policies specifically for **churches or faith-based children's/youth programs is strongly preferred**. # What We Are Looking For We do not want a generic policy template with our church's name inserted. The successful consultant should be able to understand **how our ministry actually operates**, identify potential gaps, ask appropriate questions, and create procedures our volunteers can realistically implement. The finished product should balance: **Safety + Ministry + Hospitality + Accountability + Practicality** Our goal is for a new volunteer to be able to read the manual and clearly understand: **"This is how we care for children here, this is how we keep them safe, and this is what I am expected to do."** # Proposal Requirements When submitting a proposal, please provide: * Brief description of relevant experience * Experience developing children's/youth ministry policies * Experience with Safe Sanctuary/Safe Sanctuaries or comparable safeguarding programs * Examples of similar policy/manual projects, if available * Proposed project timeline * Proposed project cost * Description of your process for customizing policies to an individual church * Number of revisions included # Georgia Legal Compliance Requirements The consultant will be expected to review and incorporate **current applicable Georgia laws and regulations** affecting church-based children's and youth ministries. The final policies should clearly distinguish between **legal requirements, recommended safeguarding practices, and church-specific Safe Sanctuary requirements**. The consultant should address, as applicable: * Georgia mandated reporter requirements for suspected child abuse and neglect. * Definitions and recognition of child abuse, neglect, sexual abuse/exploitation, and other reportable concerns under Georgia law. * Procedures and timelines for reporting suspected child abuse or neglect to the appropriate Georgia authorities. * Responsibilities of clergy, ministry leaders, employees, volunteers, and other individuals who may qualify as mandated reporters. * Procedures for situations in which suspected abuse involves a church employee, volunteer, ministry leader, family member, or other person associated with the congregation. * Documentation requirements following a suspected abuse or neglect concern. * Procedures emphasizing that internal church notification does **not replace a legally required report to appropriate authorities**. * Confidentiality and appropriate information sharing following an allegation or report. * Georgia requirements relevant to criminal background checks and screening, where applicable. * Appropriate supervision and child-safety standards. * Transportation and vehicle safety considerations for church-sponsored children's and youth activities. * Emergency response and medical-consent considerations involving minors. * Custody, authorized pickup, and release-of-child considerations. * Appropriate record retention for incident reports, volunteer screening, training documentation, and child-safety records. * Requirements or considerations applicable to paid childcare workers versus church volunteers. * Any Georgia requirements that may apply differently to nursery, preschool, school-age children, and youth programming. * Any legal considerations applicable to off-site activities, field trips, camps, retreats, and overnight events. ## Georgia Mandated Reporting Protocol The final manual must contain a dedicated, easy-to-follow **Georgia Child Abuse/Neglect Reporting Protocol** that tells staff and volunteers exactly what to do when a concern arises. The procedure should clearly address: **Recognize → Protect → Report → Document → Notify Appropriate Church Leadership → Follow Up** The protocol should identify: 1. What circumstances create a duty to report. 2. Who is considered a mandated reporter under applicable Georgia law. 3. The required reporting timeframe. 4. Where and how reports are made. 5. What information should be provided when making a report. 6. What to do when the alleged perpetrator is a parent/guardian. 7. What to do when the alleged perpetrator is a church employee or volunteer. 8. What to do if a child makes a direct disclosure. 9. What staff/volunteers should and should not ask a child following a disclosure. 10. How to immediately protect a child when there is an imminent safety concern. 11. How the incident should be documented. 12. Who within church leadership should be notified after appropriate protective/reporting actions are taken. 13. Procedures for preserving confidentiality and limiting information to individuals with a legitimate need to know. 14. Procedures for removing an employee or volunteer from contact with minors when appropriate while an allegation is being addressed. 15. Procedures for communicating with parents/guardians when legally and clinically appropriate. ## Legal Source Documentation The consultant should **cite the applicable Georgia statutes, regulations, or authoritative state guidance** used in developing the policies rather than relying solely on general church-ministry templates. All legal references should be current as of the date the manual is completed. The consultant should also identify any areas that require review by the church's **Georgia-licensed attorney, insurance carrier, denominational leadership, or other qualified professional** before implementation. ## Safe Sanctuary + Georgia Law Our expectation is that the final system will meet applicable Georgia legal requirements while establishing a **higher ministry standard where appropriate for child safety**. For example, even when a particular practice is not expressly required by Georgia law, the church may establish safeguards such as: * Two screened adults whenever reasonably possible. * No isolated one-on-one adult/minor interactions. * Visibility requirements for classrooms and counseling spaces. * Secure check-in/check-out. * Annual background checks or periodic re-screening according to church policy. * Annual Safe Sanctuary training. * Written volunteer codes of conduct. * Appropriate restroom and diapering safeguards. * Restrictions on private texting/direct messaging between adults and minors. * Transportation safeguards. * Incident documentation. * Annual review of child-protection policies. The consultant should help us establish a system in which **Georgia law establishes the minimum requirement and our Safe Sanctuary policies establish the ministry's operating standard.** ## Required Final Legal/Safety Deliverables In addition to the comprehensive manual, the consultant should provide: * **Georgia Mandated Reporter Quick-Reference Guide** * **Suspected Abuse/Neglect Response Flowchart** * **Child Disclosure Response Guide – "What to Say / What Not to Say"** * **Incident Report Form** * **Safe Sanctuary Violation/Concern Report Form** * **Emergency Contact and Reporting Sheet** * **Volunteer Code of Conduct** * **Annual Safe Sanctuary Acknowledgment** * **Georgia Legal Compliance Checklist** * **One-page classroom Safe Sanctuary Quick Guide** The final materials should be written so that a volunteer can quickly understand: **"If I see something, hear something, or a child tells me something concerning, what exactly am I required to do?"** **Please specifically identify any experience working with churches in Georgia or developing policies consistent with Georgia child-safety and mandated-reporting requirements.**
