China-Based Lawyer: Written Opinion on Recovering Money from Chinese Suppliers

I run a small service that helps importers in Malaysia and Southeast Asia recover money they lost to Chinese suppliers on contract disputes (wrong goods, short shipments, or goods never delivered). Typical cases are under RMB 500,000 and the supplier is usually still operating. Before I build this out, I need a short written opinion from a China-licensed lawyer (or an experienced China trade-dispute / debt-recovery specialist) to sanity-check the economics and the legal structure. Please answer these five questions in writing (English or Chinese is fine), with specifics from real experience where you can: (1) For contract-type disputes under RMB 500,000 where the supplier is still operating, what are realistic recovery rates and typical days-to-money at each level: direct negotiation, a formal lawyer demand letter, and filing arbitration or threatening an administrative complaint? (2) Is it legal for an offshore (Malaysian) company to charge the buyer a success fee while a licensed PRC lawyer performs all supplier-facing action, or does the offshore company risk being treated as an unlicensed legal intermediary? (3) Does the ~18% cap on risk/contingency fees for cases under RMB 1,000,000 bind an offshore-to-offshore success fee, and how should I set a fee (target 18-25%) to stay clearly compliant? (4) With 12315 closed to B2B disputes, what real leverage exists to make a still-operating supplier pay, and the rough cost and timeline of each? (5) What would you charge (flat or milestone) to handle one such case end to end, from demand letter through arbitration filing? Deliverable: written answers to all five, a few sentences each.
