Chrome Extension Developer Project — Background Tab Monitor + Google Sheets Logger

I'm looking for an experienced Chrome extension developer to build a lightweight background monitoring extension. The extension watches an open browser tab, detects a specific event on screen, and automatically logs it to Google Sheets while firing a browser notification. The popup includes a simple selector where I can label which environment I'm working in, so every log entry is tagged correctly. Settings are stored persistently inside the extension. No backend needed. Tech: Manifest V3, MutationObserver, Google Sheets API or Apps Script webhook, chrome.storage. Please answer the following questions in your proposal: 1.
