Create a legal contract for members who are part of a vacation rental club

Summary

We are looking to create a contract that will be signed by our members to be part of our vacation rental club. Each member will pay a one time membership fee on joining. An annual fee and fees each time they stay in one of our properties. I want to make sure that it is written as a members club and we do not come under the time share laws. I also went to understand where sales tax and tourist tax will become due. The members can stay for 2 weeks in any of our properties at a discounted price. The company will be set up in Florida and the properties will be located in Florida initially.
