Digital Accessibility Consulting Firms & Senior Consultants (Government Proposal Team) *Urgent need* Contract Type: Independent Contractor (1099) / Subcontractor Location: Remote (United States) Contract Status: Contingent Upon Government Contract Award About the Opportunity HTS is seeking highly qualified Digital Accessibility Consulting Firms and Senior Digital Accessibility Consultants to join our proposal team for an upcoming public higher education opportunity. This opportunity is contingent upon contract award. Selected firms and consultants may be included as key personnel or subcontractors in HTS's proposal and, if awarded, may support project implementation throughout the contract term. We welcome both individual consultants and established accessibility consulting firms. Mandatory Minimum Qualifications Unless you or your firm meet the following minimum qualifications, please do not apply. 1. Professional Experience A minimum of five (5) years of professional experience providing digital accessibility consulting services. Experience may be demonstrated through: Firm experience Key personnel experience A combination of both At least one proposed key staff member must possess one or more of the following: Juris Doctor (JD) with demonstrated accessibility law experience OR Doctorate in a related field (Technology, Education Administration, Computer Science, Human-Computer Interaction, Information Systems, or related discipline) 2. Regulatory & Accessibility Compliance Experience Demonstrated experience supporting compliance with: ADA Title II Section 504 of the Rehabilitation Act WCAG 2.1 AA (or newer) 3. Organizational Experience Demonstrated experience supporting one or more of the following: Colleges and Universities Higher Education Institutions State Government Public Sector Organizations Other large, complex organizations 4. Required Subject Matter Expertise Demonstrated experience providing consulting services related to: Digital Accessibility Governance Accessibility Strategic Planning Accessibility Policy Development Technology Procurement Accessibility Reviews Accessibility Risk Assessments Undue Burden Analysis Fundamental Alteration Analysis Enterprise Accessibility Programs Accessibility Compliance Strategy Preferred Qualifications Preference may be given to firms or consultants with experience in: IAAP Certifications (CPACC, WAS, CPWA) DHS Trusted Tester Certification Section 508 Compliance VPAT Reviews Accessibility Audits Accessibility Training PDF and Document Accessibility Executive Advisory Services Organizational Change Management Submission Requirements Interested firms and consultants should provide: Resume(s) or Company Capability Statement Company Profile (if applicable) Brief narrative describing how you meet each mandatory qualification Relevant project summaries (Higher Education and/or Government preferred) Professional certifications Key personnel resumes LinkedIn profile(s) (if available) Desired hourly or project rates Availability Important Applicants should be prepared to provide sufficient documentation demonstrating compliance with the mandatory qualifications above. HTS may request additional information to support proposal submission, including resumes, project descriptions, certifications, and other qualification documentation.
