Engineering - must be able to provide a State of Alaska stamp

We are a development company. The engineers we work with for water system design and storm water management plans are retiring. Contract work is likely best for most of our projects. They told me that Alaska has specific engineer testing, so the state will only accept an Alaska stamp. You MUST already have an Alaska specific stamp, or have the ability to arrange for a local Alaska engineer to stamp your work. We will only accept Alaska stamped projects, and will not be able to assist with you coordinating for that to be done (if your stamp is not Alaskan). We have a 140+ lot subdivision that is needing a private/community water system designed. Utilizing a private well. Will have a private pump house. The applicate to the DEC will require an Alaska engineer stamp for submittal. DNR may or may not. You will need to complete the application for this project, and receive approval. -Your ability to fulfill this and receive DNR/DEC approval is imperative, or else the work is of no value to us. We can only use a system which they approve. We also need storm water management plans for new subdivisions. Possibly road designs. I know it's a long shot, but figured you never know - maybe someone on here is an Alaska engineer or has a contact who will work simultaneously with their Alaska Engineer credentials.
