Federal Construction Proposal Specialist Needed

We are seeking an experienced Federal Construction Proposal Specialist to assist with an active DoD IDIQ RFP. The ideal candidate will have a strong background in federal construction proposals and be able to work under tight deadlines. Responsibilities include reviewing and editing proposal documents, ensuring compliance with RFP requirements, and collaborating with our team to enhance proposal quality. This is an urgent, part-time role with possible future engagement The solicitation is already active. This is not a bid research or SAM.gov opportunity search position. We need immediate hands-on proposal support through final submission. The opportunity is a multi-year federal construction IDIQ with an initial task order. The proposal includes multiple volumes, Past Performance and Price evaluation factors, PPQs, subcontractor past performance, federal forms, and detailed pricing requirements. We are looking for someone who can take significant ownership of the proposal process and work directly with the company owner, subcontractors, and other team members to prepare a complete, compliant, and competitive submission. Scope of Work The selected specialist will: Review the complete solicitation and all attachments immediately Analyze Sections L and M Develop a detailed compliance matrix Create a complete proposal submission checklist Develop and manage the proposal production schedule Organize all required proposal volumes Identify missing information, compliance risks, and solicitation ambiguities Develop a strategy for presenting the prime contractor’s and major subcontractor’s past performance Assist with Past Performance Information Forms and PPQs Coordinate collection of subcontractor documentation Assist with proposal narratives and required documentation Review and organize pricing requirements and cost breakdown documentation Assist with completion of required federal forms Perform detailed compliance and quality-control reviews Help prepare the final package for on-time submission REQUIRED EXPERIENCE Please apply only if you have direct experience with U.S. federal government proposals. Strong preference will be given to candidates with experience in: Federal construction RFPs DoD or U.S. Air Force proposals IDIQ contracts Section L and M analysis Compliance matrices Past Performance Questionnaires (PPQs) Major subcontractor/team member past performance Newer federal prime contractors Construction pricing packages FAR requirements Best-value source selections Final proposal compliance reviews This is NOT an entry-level position. This is NOT primarily a Virtual Assistant position. This is NOT a SAM.gov bid research position. We need someone who has actually helped prepare and submit complex federal proposals. What experience do you have coordinating construction pricing or detailed cost breakdowns? Are you available to begin immediately? How many hours can you dedicate to this proposal each week? What is your hourly rate? Please provide sanitized/redacted examples of federal proposal work, compliance matrices, proposal outlines, or other relevant work products. Selected candidates may be asked to complete a short paid trial using a portion of the active solicitation. There is potential for ongoing work after this proposal for the right candidate.
