Find Hong Kong VPS and Deploy website

I have a website that I want to deploy. Almost all users will be based in Mainland China, so I need fast access to them. I need to find a hosting service with a fast connection to China so it should use one of the following lines CN2 GIA, CN2, AS9929, CMI, or SoftBank. I need the following for hosting my website. It must be able to: 1. Run ASP.NET Core (.NET) apps. 2. Run continuously, not just "static" pages. 3, Install and use a Postgres database. 4. Run one-off setup scripts against the database. 5. Provide a secure connection (HTTPS/SSL) 6. Provide a way to store secret settings safely. 7. Use one combined address for the whole app i.e. my domain name The following are 'good to have': 8. Automatic database backups. 9. Storage that survives a restart. 10. A way to view the app's logs. You will find the hosting provider with reasonable monthly pricing (since this is just a hobby website). I will purchase a domain and hosting service. You will give me detailed directions on how to deploy and setup the website on the host. I would prefer a host with Hong Kong servers. Ignore the dummy price and provide your own quote.
