Google Ads expert needed to launch video ad to target students looking for online statistics tutor

I already have a business account with Google Ads and have previously uploaded a 30-second video ad that included a Call to Action button to generate leads for my online statistics tutoring business. But, I am seeking a Google Ads expert to guide me via sharescreen to ensure I select the proper options on Google Ads to target only those undergraduate university students majoring in business or the social sciences in Canada and the USA (e.g. psychology, sociology, political science, economics) who are required to pass a statistics course as part of their degree requirement. Specifically, I am targeting those students who are currently taking this required statistics course. I may also wish to target the parents of these students if that is possible. I also need this expert to be able to control my monthly budget so that the Google charges do not exceed my monthly budget. I also need this expert to guide me to make sure my Call to Action button is part of this video so students can click on it to reach my Landing Page. The campaign will run from mid September to mid October. I estimate the initial set up at 2 hours via sharescreen to select the various targeting options under Google Ads, upload the video, and then launch the campaign. I estimate an additional 1/2 hour per week over 4 weeks or 2 hours to adjust the options based on the analytics from Google Ads. Calls or contacts from my Landing Page will enable me to gauge if the campaign has been successful.
