High-Level Benchmark Scan for Skills & Workforce Development Models

Context and purpose: I am preparing an early-stage concept note for a Saudi training and capability-building platform. The purpose of this benchmark is to understand how global skills and workforce development organizations create value beyond traditional training delivery. I want to learn how these organizations: - Position themselves in the market - Support employers and sectors - Work with training providers and partners - Connect skills development with workforce needs - Create value for government, employers, and individuals This benchmark will be used to support a high-level concept note and help shape the opportunity. It is not intended to be a full strategy project at this stage. If the concept note is accepted, there may be a second phase for deeper research into operating models, funding models, governance, KPIs, and implementation roadmap. Quality Assurance: All deliverables will be reviewed for quality, accuracy, source reliability, and originality. Generic AI-generated content will not be accepted.
