Instructional design eLearning developer

I am seeking an experienced instructional designer and e-learning developer to create a professional animated employee training academy for my Georgia home healthcare agency. Our agency provides services through both the Elderly and Disabled Waiver Program (EDWP/CCSP/SOURCE) and the DBHDD NOW/COMP Waiver. We need a complete onboarding and annual training program that includes cartoon-style animated videos, custom characters, healthcare scenarios, quizzes, workbooks, competency checklists, and certificates. The training must cover home care, personal support services, person-centered care, HIPAA, infection control, abuse and neglect prevention, documentation, EVV, emergency procedures, client rights, professionalism, and Georgia Medicaid waiver compliance. Experience developing healthcare or HCBS training using Vyond, Articulate Storyline, Rise 360, Powtoon, or similar platforms is highly preferred
