LaTeX Academic Paper Formatting Expert Needed

I am looking for someone experienced with LaTeX and academic paper formatting to take an existing research paper and make it look like a polished mathematical / computer science paper. The current Word document does not have the visual quality or technical formatting of a real academic paper. A major problem is that much of the math notation and equations do not render properly or consistently in Word. I am attaching a reference PDF that shows the general academic style, mathematical typesetting, equation presentation, page layout, figures, and overall quality I am looking for. I want the final document to have the same general feel as a professional LaTeX-based research paper. It should have clean mathematical notation, numbered equations, formal Definition / Lemma / Proposition / Theorem environments, proper proofs, consistent citations, professional tables and figure captions, page headers, and overall academic formatting. The paper deals with graphs and Graph Neural Networks (GNNs), so I also want appropriate visualizations and diagrams added where they improve the paper. This may include graph diagrams, model or system architecture diagrams, workflow diagrams, and other technical visuals that help explain the concepts clearly and professionally. Your work would include converting or rebuilding the document in LaTeX, formatting all equations and notation correctly, standardizing definitions and theorem-style sections, fixing equation references and numbering, improving typography and spacing, creating a clean references section using BibTeX or another professional workflow, and adding relevant academic-quality diagrams and visualizations.
