Medicaid Data Expert

**Job Title: Medicaid Data Expert with Existing T-MSIS/CMS Access Required** **Applicants must already have authorized access to T-MSIS, CMS datasets, state Medicaid datasets, or have previously obtained and worked with these restricted datasets. This requirement is non-negotiable. We are not seeking general healthcare analysts or individuals who would need to learn the access process from scratch.** We are seeking an experienced Medicaid data analyst or team to help us quantify the annual volume of new Medicaid cases within the **Aged, Blind, and Disabled (ABD)** population across the United States. Our objective is to estimate the size of the market relevant to long-term care planning services by identifying new ABD cases, with a particular focus on individuals age 65 and older. ### Scope of Work * Determine the annual number of **new Medicaid cases** within the ABD population by state. * Break out the findings by: * Aged (65+) * Blind * Disabled * Identify, where possible, the subset of cases related to: * Nursing home/institutional Medicaid * Home and Community-Based Services (HCBS/LTSS) * Community Medicaid * Differentiate **new cases from renewals or recertifications**. * Provide county-level breakdowns where feasible. * Document the methodology, assumptions, and limitations of the analysis. * Deliver the final results in a format that can be refreshed periodically. ### Required Experience * Existing access to, or prior experience obtaining and working with, T-MSIS, CMS, or state Medicaid datasets. * Direct experience analyzing Medicaid eligibility and claims data. * Knowledge of ABD eligibility categories and long-term care programs. * Familiarity with nursing home Medicaid, HCBS waivers, and LTSS populations. * Strong analytical skills using SQL, SAS, Python, R, or similar tools. ### Please Include in Your Proposal * What Medicaid datasets do you currently have access to? * Describe your experience obtaining and working with T-MSIS, CMS, or state Medicaid data. * Examples of similar projects you have completed. * Your proposed methodology for identifying new ABD cases and distinguishing them from renewals. * Estimated timeline and budget. * Any alternative approaches you would recommend if a better data source exists.
