Microsoft Windows 2022 Server Black Screen

Summary

We have a Windows 2022 Standard virtual machine server running in VMWare. There is no issue with the VMWare ESXi instance, but when we boot the server, it shows the Windows logo and then sits at a blank screen. We think there is something wrong with the boot record, or maybe a failed update, but this is a business critical device that we need up and running. We have the Windows 2022 ISO mounted, which allows us into the Command Prompt, but we need expertise to get into the system, even if in Safe Mode.
