Migrate my Infrastructure code from CloudFormation to OpenTofu

Summary

My application infra code is currently set up with CloudFormation/Sceptre. I need to migrate to Opentofu. The task will entail stateful and stateless resources. Migration strategy will be mainly exporting resources into Tofu and ensuring all resources are exported successfully. Pipeline is GitHub Action based. I am open to suggestion for efficient implementation. Acceptance Criteria: Complete and successful migration of infrastructure code to opentofu, tested with CICD pipeline.
