Need a marketing guru for our crypto signals mobile app

This is our crypto signals mobile app: https://play.google.com/store/apps/details?id=com.surge.analytic&hl=en OUR GOAL: We're looking for a platform or system, that helps us acquire genuine installs from genuine traders at an affordable cost per install. $0.5 - $1 per install. WHAT WE'VE TRIED: 1. Marketing with Google Ads: We got hit hard with a lot of policy restrictions around crypto currency financial products. We were asked to provide financial certification, and even after that we were also asked to acquire permits from each country we want to market in. This is simply not possible from our end. We're just a small group of traders and developers, we're not even a registered business or anything like that. To make matters even worse, even if we had all these certifications and permits, it doesn't seem like Google would still allow us to market our app becaues of reasons at: https://support.google.com/adspolicy/answer/14009787?hl=en#900 2. Social media (tiktok/reddit/snapchat etc): These also face the same limitation for marketing crypto currency related apps that fall into our category. Also they do not offer a cost per install advertisement plan. Although our research on social media has not been as conclusive as with Google ads, so perhaps we may be wrong. We're looking for a marketing genius that can figure out a way to get this app out there at an affordable rate that has us paying anywhere between $0.5 to $1 per install (No more than $1 per install, we can't afford any more than that). Please note: We're looking for installs from genuine users (crypto traders or enthusiasts).
