WordPress Developer – Ramah Navajo Housing Data Platform (Fixed Price)

Project Overview The Ramah Navajo School Board, Inc. (RNSB), a tribal governmental organization in New Mexico, is seeking an experienced WordPress developer to design and implement a scalable, data-driven public information platform for the Ramah Navajo Housing Needs Assessment. This project is funded through the Robert Wood Johnson Foundation's Local Data for Equitable Communities initiative and will serve as the public-facing repository for housing assessment data. While the immediate objective is to publish the Housing Needs Assessment, RNSB intends for this platform to become a long-term community resource capable of supporting future housing surveys, community planning initiatives, reports, maps, dashboards, and additional datasets without requiring a complete redesign. This is not a marketing or brochure-style website. We are seeking a developer who understands information architecture, long-term scalability, and user-friendly content management for non-technical staff. Project Budget Maximum Budget: $3,500.00 USD This project will be awarded as a fixed-price contract. The successful proposer must confirm their ability to complete the entire scope of work described below within the fixed project budget. Proposals requiring additional funding or a reduced project scope will not be considered. Scope of Work The selected developer will design and develop a modern, responsive WordPress website that includes: • Professional public-facing website design • Custom WordPress implementation • Mobile-responsive design • WCAG 2.1 AA accessibility compliance • Search Engine Optimization (SEO) • Performance optimization for low-bandwidth environments • Searchable document library • News and announcements section • Photo gallery • Interactive charts and dashboards • Interactive mapping (Google Maps or ArcGIS integration) • Downloadable reports and publications • Administrative Content Management System (CMS) • Staff training and documentation • Secure administrator access • Website launch and deployment The website must be designed so future housing assessment data, reports, photographs, maps, and community information can be added by RNSB staff without requiring programming knowledge. Future Scalability The website architecture should support future expansion without requiring redevelopment. Examples include: • Additional Housing Needs Assessments • Community Assessment reports • Housing Development Agency information • Capital improvement projects • Infrastructure planning • Additional public datasets • Future dashboards and reporting tools The selected developer should describe how their proposed solution accommodates future expansion. Ownership Upon final payment, all deliverables shall become the exclusive property of the Ramah Navajo School Board, Inc., including but not limited to: • Website source code • WordPress theme and customizations • Graphics • Documentation • Database structure • Administrator credentials • Website content • Configuration files No proprietary restrictions or licensing arrangements that prevent future maintenance by RNSB or another developer will be accepted. Required Proposal Information To be considered, proposals should include: 1. Confirmation that the proposer can complete the entire project for the fixed price of $3,500.00 USD. 2. A brief description of your proposed technical approach. 3. Links to at least three comparable projects demonstrating experience with one or more of the following: • Interactive dashboards • Data-driven websites • Searchable document repositories • GIS or interactive mapping • Public information portals 4. A description of your specific role on each referenced project. 5. Confirmation that you can provide a formal invoice prior to payment. 6. Confirmation that you are willing to work under a detailed Statement of Work (SOW) outlining the project scope, deliverables, milestones, and ownership requirements. 7. Confirmation that you will participate in a project kickoff meeting and provide staff training upon completion.
