Quantitative Evaluation of Vendor Product Delivery

Introduction & Background Reliance Automated Verified Leads Company (RAVLCO) is seeking a consultant to conduct an independent evaluation of lead products delivered by a third-party vendor. - Due to data security requirements, the consultant must be both U.S.-based and a U.S. citizen. - The consultant will conduct an evaluation of the lead products delivered by the vendor, as compared to the task orders signed by the respective parties. - The consultant must possess the qualifications and experience needed to conduct standard quantitative evaluations. - The ability to work with relational databases will be needed. - The analyses need only involve summary statistics. - Basic programming skills will be needed for working with the data. Results must be summarized into a cohesive report, with a focus on communicating technical concepts to general audiences. The ability to conduct additional qualitative research and add context will be considered a plus, but is not a strict requirement. Project Scope The criteria set forth below should be met to achieve successful completion of the project: - Evaluation of two small datasets delivered ( less than 1,000 records, less than 12 fields) for two different states; - Evaluation according to the product definitions in the task orders signed (4-5 criteria identical between states); - Evaluation by matching the delivered records to records in the large, publicly available MVA datasets in Texas and California using fields occurring in both the delivered data and the public data; - Findings summarized in a report that is both accessible and concise. Timeline Interested parties should include a timeline (from their date of recruitment) in their proposal. The timeline should include dates for signoffs on individual components of the analysis before the final report delivery. RAVLCO expects the project to require 1-2 weeks of work.
