Setup cold email campaigns for IT business

Looking for someone who can help set up a cold email campaign for a remote IT business that sells their services to small and medium size businesses in the United States 1 to 50 employees we're going to be targeting dental clinics. Initially, I am looking for someone who can build the infrastructure inside of instantly, but especially I'm looking for someone who can write the email copy. This is the most important part. Inside of your proposal, I want to see how you would approach this angle what would be your offer and how would you write the copy? How would you write the icebreakers or the personalizations? What would you pitch them as a lead magnet if you are thinking about doing that.
