Strategic Partnerships Consultant — Hyperscale Data Center Sector Posted by: Christian Komor for Colorado Governor 2026 Engagement Type: Contract / Consulting Location: Remote (Colorado focus) Compensation: Based on your hourly as stated on Upwork Overview Christian Komor, Independent candidate for Governor of Colorado 2026, is seeking an experienced Strategic Partnerships Consultant to represent him in high-level engagement with senior executives at multinational hyperscale data center (HSDC) companies. Target companies include, but are not limited to, Google, Microsoft, Amazon Web Services, Meta, and Oracle. Colorado is one of the most strategically positioned states in the nation for next-generation data center development — offering abundant renewable energy potential, significant land resources, and a governor's office that will prioritize clean technology infrastructure. This engagement is about building the relationships and agreements that will shape how that development happens: on what terms, with what environmental commitments, and with what benefit to Colorado communities. This is not a public relations role. It is a substantive business development and negotiation engagement requiring direct access to and credibility with VP and C-suite decision-makers at major technology companies. Responsibilities Represent the Komor campaign in direct outreach and meetings with senior executives at hyperscale data center companies Negotiate partnership frameworks, policy commitments, and memoranda of understanding related to data center siting, clean energy procurement, water stewardship, and economic development in Colorado Identify and prioritize the right decision-makers within target companies and develop a structured engagement strategy Brief the candidate before and after all major meetings with strategic counsel on positioning, messaging, and negotiation approach Track and document all engagement activity, commitments, and follow-up actions Advise on the policy and regulatory environment relevant to HSDC development in Colorado and identify mutual interests between the campaign platform and corporate strategic priorities Required Qualifications Demonstrated track record of closing or structuring complex B2B or B2G (business-to-government) partnerships at the executive level Prior professional experience inside a hyperscale technology company, major utility, or large-scale infrastructure developer — or a consistent record of negotiating with such organizations on behalf of a client Existing relationships or a credible pathway to senior decision-makers at one or more major HSDC operators Strong written and verbal communication skills; ability to represent a client with authority in high-stakes conversations Familiarity with clean energy, data infrastructure, or sustainable technology sectors Preferred Qualifications Prior experience in a VP of Business Development, Director of Strategic Partnerships, or equivalent role at a technology or energy company Knowledge of Colorado's energy, water, and land use regulatory environment Experience working in or alongside government, policy, or political campaign contexts Established network within the renewable energy, carbon reduction, or environmental technology sectors Why This Engagement Matters Colorado's next governor will have direct influence over the regulatory, tax, and infrastructure environment that determines where hyperscale data centers are built and how they operate. The companies being approached understand this. The consultant in this role will be working at the intersection of technology, energy policy, and state governance at a moment when the decisions being made will have decades-long consequences for Colorado's economy and environment. This is a rare opportunity for a senior professional to apply their network and negotiating experience to work that is both commercially sophisticated and genuinely consequential. To Apply Please submit a brief introduction describing your relevant experience, two or three examples of comparable engagements you have led or participated in, and your availability and preferred engagement structure.
