Strategy Wizard needed to help build a UK Civic Intelligence Start-Up

I dont know what I need- this is unlike anything that exists - or has been done before. We are building a Vision for 2061 based on Principles - and getting ordinary people to vote (via an app to be built) on what they want the government to do for them (versus be told what is being done to them). Direct democracy. The attached v.4 is a starter pack of principles. More will be added over time. Voted on my the public and our Wisdom Council (2,061 members to be recruited who will pay £20.61 pcm membership).
