U.S. Telephony & SMS Compliance Consultant — Twilio, A2P 10DLC, TCPA and State Laws

We are looking for an experienced U.S. telephony and messaging compliance consultant to advise us on conducting surveys through telephone calls and SMS. This is primarily a consultative role. We want to begin with a paid meeting to discuss our proposed workflows, identify immediate risks, and understand the main requirements we should address. If the initial engagement is successful, we would like the option to retain the consultant as an ongoing resource who can review questions, proposed changes, and compliance roadblocks as they arise. Scope of the Initial Consultation During the first meeting, we would like to: 1. Explain our business model and survey workflows. 2. Review how telephone numbers are obtained and selected. 3. Discuss whether our communications qualify as surveys, informational messages, marketing, telemarketing, or mixed-purpose outreach. 4. Identify the most important federal and state restrictions affecting calls and SMS. 5. Understand the consent required for each communication method. 6. Review Do Not Call, opt-out, suppression-list, quiet-hour, and recordkeeping requirements. 7. Discuss call-recording and state consent laws. 8. Identify immediate risks in our proposed Twilio implementation. 9. Review A2P 10DLC, Trust Hub, SHAKEN/STIR, caller identification, and number-reputation requirements. 10. Establish a prioritized compliance checklist for our development team. Ongoing Advisory Support After the initial consultation, we may retain the selected consultant on an hourly or monthly basis to: 1. Answer compliance questions from our product and development teams. 2. Review new features, workflows, scripts, forms, and message templates. 3. Help resolve Twilio, carrier, A2P 10DLC, and number-reputation roadblocks. 4. Review consent collection, opt-out handling, suppression lists, and compliance logs. 5. Explain changes in federal, state, carrier, or Twilio requirements. 6. Participate in occasional calls with our development team. 7. Review higher-risk campaigns before launch. 8. Recommend when a question should be escalated to qualified legal counsel. Areas of Expertise Needed 1. Telephone Consumer Protection Act (TCPA) 2. Telemarketing Sales Rule (TSR) 3. A2P 10DLC Brand and Campaign registration The Campaign Registry 1. Twilio Trust Hub 2. SHAKEN/STIR and Voice Integrity 3. CTIA and mobile-carrier requirements 4. Phone-number reputation and spam labeling 5. Compliance recordkeeping and audit trails Important Compliance Principle We want to build a legitimate, compliance-first system. We need advice on lawful data-quality, consent, suppression, and risk controls—not methods for detecting or bypassing regulatory honeypots, trap numbers, carrier protections, or enforcement systems. Ideal Candidate The ideal consultant will have: 1. Significant experience with U.S. voice and SMS compliance. 2. Practical experience advising businesses that conduct surveys or high-volume outreach. 3. Hands-on knowledge of Twilio and A2P 10DLC. 4. The ability to translate regulatory requirements into clear instructions for developers. 5. Experience maintaining state-by-state compliance requirements. 6. Availability for ongoing, on-demand advisory work. 7. Strong communication skills and the ability to explain complex requirements during video meetings. 8. A telecommunications, privacy, or consumer-protection attorney with technical experience is preferred. We will also consider senior compliance consultants who can clearly distinguish compliance guidance from legal advice and who know when attorney review is required. Engagement Structure Phase 1: Paid Initial Consultation Review background materials provided in advance. Attend a video consultation of approximately 60–90 minutes. Identify immediate risks, open questions, and priority actions. Provide a brief written summary or checklist after the meeting. Phase 2: Optional Ongoing Advisory Relationship If there is a good fit, we would like to retain the consultant as an on-call resource through an hourly arrangement, monthly retainer, or agreed block of consulting hours. Please include separate pricing for: Preparation and the initial consultation. A written follow-up summary. Hourly on-demand support. An optional monthly retainer or block of consulting hours. This is an advisory role. We are not currently seeking a full-time employee or a developer to build the entire system.
