Video Editor Needed for Instagram Reels

I'm looking for a reliable video editor to help create short-form Instagram Reels. I currently have a library of over 5,000 stock videos that need to be edited into a consistent visual style using a single monochromatic blue color effect. The goal is to create a recognizable brand aesthetic across all content. Phase 1 Edit 8–10 second videos. Apply the same monochromatic blue color treatment to each clip. Deliver clean videos with no text, so I can easily add captions later. Phase 2 Once we're working well together, I'll have you add the text overlays as well.
