Website Design for Freelance/Creative Business

Hello all! I am in need of an eye-catching, easy to navigate & somewhat rudimentary website design! I'll need the capability to make edits/updates to features like images, text, links etc, and, if possible, the capability to add temporary features (for example, a temporary additional section shilling a new product I have just launched). The website should include a few different sections, including but not limited to: a creative work portfolio, a section dedicated toward merchandise, a section dedicated toward freelance commissions, a section dedicated toward social media updates, a section dedicated toward freelance commission waitlists, and, if at all possible, a section allowing immediate checkout of freelance commissions & merchandise without the necessity of a 3rd party site. Additional wants for the website include banners running through the top of the page highlighting new product launches or sales when applicable, and a one-time pop up shilling my patreon/ko-fi subscriptions when my site is visited. Of course the idea is very malleable and has much to touch on, and I am very willing to talk 1 on 1 with applicants who will, of course, know much better than me when it comes to web design. The maximum budget is not the best, therefore I am more than willing to make changes to the idea and, if it seems possible, maybe agree on a slightly higher payment with my chosen applicant! Please bare in mind that if you are able to work at a lower rate than the maximum, the process of hiring & beginning work on the job can proceed much sooner. I 100% prefer to talk directly with applicants/freelancers working on my jobs and receive informative updates on the work as often as possible.
