Summary

Title: U.S. Immigration Attorney Needed for Short L-1A Compliance Opinion I am looking for a licensed U.S. immigration attorney to provide a short written legal opinion on a narrow L-1A compliance question. I am currently in the United States in L-1A status and employed by my L-1A sponsoring employer. Separately, I am preparing a proposed EB-2 NIW endeavor. I am not asking for help preparing the EB-2 NIW petition. I need to know where the line is between permitted unpaid preparation for a future NIW endeavor and unauthorized outside work while I remain in L-1A status. The preliminary activities under L1A may include: * identifying professionals whose public finance posts or experience relate to possible future framework topics; * privately contacting finance professionals for general finance-control discussions; * asking for unpaid feedback on whether a proposed public finance-governance repository would be useful; * asking whether professionals may later be interested in unpaid feedback, review support, or opinion letters; * keeping a private list of professionals who may be interested later; * preparing draft outreach materials, framework formats, and review processes without launching them. I also need guidance on what to avoid before independent work authorization, including accepting submissions, editing or publishing third-party content, listing contributors or reviewers publicly, forming a council or review board, registering or operating a separate entity, receiving any revenue, or using employer confidential information, systems, clients, vendors, documents, or work time. The deliverable should be a concise written opinion or memo stating: * your full name, state bar, and bar number; * confirmation that you are active and in good standing; * facts reviewed; * activities that are permitted, restricted, not recommended, or not permitted; * conditions I must follow; * limitations of the opinion; * signature and date. I am not looking for a generic statement that “L-1A allows dual intent.” I need a practical opinion on whether these limited activities could create unauthorized-employment, status-maintenance, or discretionary immigration risk.
