I build route optimization and dispatch systems for companies that send crews and vehicles to customer locations. Twenty-four years of full-stack engineering behind that — React, Node, Java, and AWS.
Most recent project: route optimization for a regional manufacturer running installation crews across a multi-state territory. Their dispatcher planned every route by hand each morning. I replaced that with automated route generation on Google Cloud Fleet Routing — dynamic truck and installer assignment pulled from their existing scheduling data, proximity-based job grouping backed by spatial indexing in MySQL 8, capacity and time-window constraints, and a dispatcher interface that allows manual override and re-optimization around locked routes. Installation cancellations dropped substantially.
That's the kind of problem I like: a process that technically works but costs someone an hour every morning and quietly loses money.
What I build
Route optimization and dispatch scheduling — Google Maps Platform, Cloud Fleet Routing, OR-Tools
Full-stack web applications — React and TypeScript on the front, Java, Node, or PHP behind it
Legacy modernization — recently migrated a production application from Adobe ColdFusion 11 to Lucee 7 on AWS end to end, including the database move to MySQL 8 and zero-downtime deployments
API and system integration — third-party services, payment processing, and internal systems that were never designed to talk to each other
Database work — SQL Server, MySQL, PostgreSQL, including geospatial queries and performance tuning
Background
Currently a senior engineer at an enterprise data platform company working in React, TypeScript, Java, and PostgreSQL. Before that, twelve years of client-facing consulting — running a custom application practice and building SaaS platforms for the CDC and state health departments. I've also taught full-stack development, which mostly made me better at explaining technical tradeoffs to people who don't write code.
Available 20-30 hours per week. I prefer steady engagements over one-off projects.
Message me with what you're trying to solve and I'll tell you honestly whether I'm the right fit.

I am your guarantee of 100%+ completed tasks. I’m expert in Web programming with 30+ years of experience. I always focused on implementing the best engineering practices to optimize and automate processes and increase efficiency. My goal as a programmer — to automate everything as much as possible, implementing intuitive and friendly interfaces and ways of communication between humans and machines. I believe that humans should do only creative work, the routine can be done by programs and robots. I strive to complete everything ever started, not dropping on half way. Autonomous and communicative, always very proactive.
Skills: Web application development (both front and back-ends) and System application development for Windows, MacOS, Linux and mobile devices (iOS and Android).
Secondary skills: I can do DevOps job, set up CI/CD workflows and automation scripts, create browser extensions, Telegram bots, have some design skills with Adobe Illustrator and AfterEffects.
Programming Languages: JavaScript/TypeScript (React/Redux, Node.js+Express.js), GoLang, PHP, Perl.
Native system app programming in Delphi and C++ Builder. Some experience with Java, C/C++, C#, Vue.js.
And of course, HTML/XML, CSS (Sass, Scss, fav CSS framework is Bootstrap, fav components library is MUI).
Databases: MySQL/MariaDB, PostgreSQL, MS SQL, SQLite, MongoDB, Interbase
HTTP servers: Nginx, Apache, ISS.
Cloud Platforms: AWS, GCP (certified in 2018), Azure, Digital Ocean.
CMS, CRM, APIs and integrations: WordPress/WooCommerce, ShopSite, SnipCart, SimpleTix (tickets), GIS / mapping (MapBox, Leaflet.js, OpenLayers), marketing CRMs (HubSpot, Zoho, Klaviyo), Twilio, BigMailer, Meta/Facebook, Bing, full set of Google APIs (incl. Google Analytics), Mixpanel, DocuSign, UPS API, Stripe, PayFlow etc.
Security: PCI DSS, HIPAA, GDPR compliance.
Git & workflows: GitHub, GitLab, BitBucket, Beanstalk.
I prefer working with Cloud services (the most experience with AWS and GCP, some with Azure). For CI/CD workflows I prefer Azure DevOps, although I also have experience with GitLab and GitHub+Netlify.
Also, although I’m focusing on software development, I have good design skills, can create user interfaces from scratch and draw vector graphic in Adobe Illustrator, etc. And if you need an old school developer, I do low-level Windows/DOS programming in Assembly language too. And can support and update legacy web-applications written in Perl.
I am the author of AppControls and DiskControls packs, 2 popular sets of the VCL components for Delphi and C++ Builder (google for AppControls).
Significant periods in my career:
2019 — 2024: freelancer + support, maintenance & couching for past projects (after moving to the USA in 2019)
2007 — 2018: Full Stack Web Architect + Team Leader. Founder and CEO in a small B2B-opriented business operating at the intersection of IT and brand marketing. Public opinion research with gamification. 500+ clients including Microsoft, Samsung, Asus, Mazda, P&G, J&J, Amway, Bayer etc.
1999 — 2007: Windows and Web programmer (Delphi, C++ Builder + various SQL databases + some backend web development in Perl and PHP). Remote work on US companies TeknoSurf. Advertising.com (acquired by AOL) and others.
1995 — 1999: Windows programmer for INET LLC (Kyiv, Ukraine). Energy saving and energy metering systems, development of automated workstation for energy dispatcher.

AI engineer & web developer & GIS expert with hand of experience building
scalable web applications and intelligent systems that solve real-world problems.
I specialize in:
▸ Full-Stack Web Development — React, Next.js, Node.js, Python, REST & GraphQL APIs
▸ AI & Machine Learning — LLM integration, RAG pipelines, computer vision, automation
▸ GIS & Geospatial Systems — mapping platforms, spatial data analysis, PostGIS, Leaflet/Mapbox
▸ Data & Automation — workflow automation, data pipelines, financial & accounting systems
What sets me apart is the ability to combine these disciplines. I build AI-powered
web platforms with location intelligence baked in — the kind of systems that most
developers can't deliver as a single contractor.
I've worked with clients across industries including logistics, environmental
consulting, real estate, and fintech. Whether you need a production-ready web app,
an AI integration, or a geospatial dashboard — I deliver clean, documented,
maintainable code on time.
I don't take on projects I can't execute at a high level. If we're a fit,
you'll get senior-level thinking from day one.
Let's talk about what you're building.

I specialize in web apps and process automation across a variety of platforms, with an emphasis in Google Apps and the Google Cloud Platform. Clients often hire me to improve their organization's workflow, build data management tools, or create visualizations and interactions with complex data sets.
My passion is for using technology to enhance the mission of schools, museums, non-profits, etc. I've also worked for clients in many industries: legal services, health care, mortgage, manufacturing, investment, landscaping, and more.
From a side gig started in 2019, I've built a full-time business offering custom software tailored to your exact needs, and I now employ a team of programmers to help me offer those services to more clients. I test and review all of the team's work to make sure it is to the high standard of quality you'll see expressed in my reviews.
I credit my success to communication skills: I will first listen and ask questions to fully understand your project specifications and how they relate to the broader goals of your organization/business. Then I will present options for how those goals can be accomplished, so that the software serves the organization, and not the other way around.
I look forward to bringing my experience to your project!
